By area, population, and population density, Monroe, Massachusetts is the smallest town in Franklin County and the second smallest town by population in the entire state of Massachusetts. Monroe was named for President James Monroe, who was in office at the time of incorporation. Dairy farming was the principal economic activity. Because of this, Monroe never really attracted more commercial activity and still remains very rural today.
